PLA sites ‘must be an option’ in land search

Labour Party chairman says ratio of four army personnel to a hectare of land unacceptable

The barracks of the People’s Liberation Army garrison in the city must be considered as an option for land needs in space-starved Hong Kong, the Labour Partysaid yesterday, adding that the premises were underused.

The party cited official figures showing about four PLA members shared one hectare of military land, compared with the overall population density of 67 people per hectare.

“This is unacceptable,” Labour Party chairman Steven Kwok Wing-kin said during a rally in Kowloon Tong outside one of the PLA’s 19 barracks. “It’s such a waste of resources.”

The call by the party came ahead of a public consultation – expected to kick off on Thursday – in which Hongkongers would be invited to choose from a list of 18 options to source more land.

Authorities have predicted a shortage of at least 1,200 hectares of land to meet housing needs and economic development in the next three decades. The consultation will be conducted by the Task Force on Land Supply.

The task force originally planned to include the suggestion of using the city’s 2,700 hectares of military land, but that was eventually dropped from the list of options drawn up for public consultation. The government had made clear that all military sites were for defence purposes.

Kwok challenged this, citing a 2011 study by the Legislative Council Secretariat. He said there were about 10,000 PLA personnel in the city, meaning four members shared one hectare.

He said citizens living near the barracks, especially those in areas such as Kowloon Tong and Tsim Sha Tsui, had often told the party they saw minimum activity and few people in the barracks.

Kwok said authorities refused to disclose more details about the usage of barracks, making it hard for the public to judge whether its claim that no military site was being left idle was true. He said the party would continue to push for more details, and would also start a petition soon for the cause.

Some of the 18 options in the consultation include reclamation, developing country parks, making more efficient use of degraded farmland, tapping private developers’ land banks in the New Territories and building residential blocks above the Kwai Tsing Container Terminal.

政黨請願 促軍事用地列土供選項

【本報訊】土地供應專責小組本周四(26日)將提出十八個土地供應選項作公眾諮詢。有政黨昨到九龍東軍營請願,要求政府重新將軍事用地列入土地供應選項,妥善利用土地資源。

工黨一行約十人昨手持公屋模型道具及「政府假諮詢,土地真浪費」等標語到場,警方嚴陣以待,在場有逾十名警員及泊有三輛警車,又以軍營門口有車出入為由,不讓請願人士接近門口。

工黨主席郭永健指出,現時全港有十九幅由中國人民解放軍駐香港部隊管理及使用的軍事用地,而土地供應專責小組主席黃遠輝曾引述政府指軍事用地均無閒置情況,故小組認為毋須作選項討論,亦不會納入公眾諮詢。

郭指出,軍事用地佔地約二千七百公頃,而駐港人員約一萬人。他推算即平均一公頃土地就僅供四位駐港軍人使用,但劏房住戶人均居住面積連七十呎都未必有。而據他觀察,軍營內人流甚少,他形容目前情況為「軍營曬太陽、基層住劏房」,因此要求政府重新檢視軍事用地。

多位處市區 可減發展成本

郭續指,將軍事用地轉為住宅發展早有先例,例如采頤花園前身便是彩虹軍營,加上不少軍事用地位於市區,如中環軍營,槍會山軍營及九龍東軍營等,已有完善交通及社區配套。他指若能於該等用地發展公營房屋,料可減輕發展成本。

【本報訊】由土地供應專責小組舉行為期5個月的公眾諮詢,將會於本周四(26日)展開,這場「土地大辯論」將會提供18個土地選項,但早前曾納入小組討論的「軍事用地」最終被剔走。工黨成員昨日去到解放軍駐港部隊位於九龍塘的九龍東軍營外示威,要求政府檢討現行軍事用地的使用情況。

黃遠輝:房屋短缺或持續10年

軍事用地曾被小組在會議中視為土地選項之一,最終政府指軍營並非置閒用地而剔除。工黨主席郭永健指出,現時香港有19幅軍事用地,共佔地2,700多公頃,「家有好多軍營都喺市區,駐軍人員只有1萬個左右,但無數嘅基層市民正係面對緊逼切嘅房屋問題」。

郭又指,軍營被改建為房屋用途有先例,「家新蒲崗嘅采頤花園,當年都係彩虹軍營」,他希望政府可收回軍營發展,以紓緩現今的房屋問題。

土地供應專責小組主席黃遠輝昨接受香港電台訪問時指出,公眾諮詢將會以設展覽區、公眾諮詢會、隨機抽樣電話訪問、會見政黨和專業團體等形式進行,他指房屋問題未能夠即時解決,「家嘅短缺一路要去到2028、2029先見到紓緩,呢個係我哋唔願見到嘅現實」,並指最後的建議報告會建基於公眾意見而撰寫,「小組冇前設,亦都相信政府唔會唔跟公眾意見」。郭永健就透露,於土地大辯論期間,工黨會繼續向政府表達訴求,「會去埋立法會層面,用一切嘅方法」。

收回閒置軍營 興建公營房屋

自前任特首梁振英上任以來,政府一直指香港面對土地短缺的問題。林鄭月娥上任以後,更指出社會需要就土地問題來大辯論。最近,政府的土地供應專責小組便估算香港長遠短缺約1,200公頃土地,並提出12項建議,但卻不包括「發展軍事用地」的選項,做法令人質疑。

在土地供應專責小組的第一次會議上,文件中列有「發展軍事用地」的選項,更概要地指出「由於部分軍事用地面積相當大、處於黃金地段並就近主要基建,有提議認為政府應尋求中央人民政府的批准,釋放一些軍事用地作房屋及其他發展。」可是,其後的會議上卻未有作出跟進,而小組主席黃遠輝便表示政府認為現時19幅軍事用地都沒有閒置,有其用途,無法釋出用地,故小組同意不再探討有關建議,亦不會將其列入公眾諮詢。 Continue reading “收回閒置軍營 興建公營房屋” »

Golf carts block Fanling protest

Golf carts were used to stop protesters from gaining access to Fanling golf course yesterday, as the Labor Party protested outside the controversial site and demanded that it be used for housing.

The golf course closed its main door and barricaded its entrance with buggies to prevent a repeat of an earlier protest when activists ran on to the course.

On Saturday, about 20 activists from several groups, including the Concerning Grassroots’ Housing Rights Alliance and League of Social Democrats, stormed into the golf course premises after clashing with security guards.

Yesterday, about 10 people from the Labor Party protested at the entrance to the course. They put a public housing cardboard model and photos of children living in subdivided flats in front of the Hong Kong Golf Club logo at the entrance.

The protesters later handed in the model to a golf course representative.

There have been calls for private recreational lease sites, including the 170-hectare course, to be better utilized due to the housing shortage.

The current lease allows the city’s 66 charity and private recreational venues to be leased at nil or a nominal premium. The government suggested in a consultation paper last month that the Fanling course, along with the city’s 38 other private sports clubs, should pay one-third of the market value of the land premium starting from 2027.

However, the suggestion was criticized by various political parties.

Steven Kwok Wing-kin, chairman of the Labor Party, said the government’s suggestion of a levy showed it is not determined to solve the housing problem.

“We demand the government take back the golf course immediately and build over ten of thousands public housing flats,” he said.

Kwok quoted Chief Executive Carrie Lam Cheng Yuet-ngor, who earlier asked: “Children living in subdivided flats cannot speak for themselves. Who speaks for them?”

He said: “We want to tell her: Labor Party will speak for them!”

【本報訊】4月底進行的「土地大辯論」,就土地供應進行為期5個月公眾諮詢,佔地172公頃的粉嶺高球場成「眾矢之的」,繼上周六社民連聯同民間團體突襲高球場示威抗議後,工黨昨前往高球場門前抗議,認為政府應該立刻收回高球場以興建公屋予基層市民,期間遇上前上水鄉事委員會主席、著名練馬師簡炳墀,簡稱:「要搞就搞軍營啦」。

工黨主席郭永健昨聯同約10名成員帶着寫上「權貴打波笑呵呵,劏房窮人極坎坷」的橫額到高球場抗議,還未到達門口便遇上路過的新界鄉議局永遠顧問簡炳墀,簡停車並下車與工黨成員理論,指不要搞高球場,「要搞就搞軍營啦」。逗留片刻後,因其座駕泊在路邊影響交通,由警察護送駕車離開;被問有否使用高球場打波時,簡並無回答。現場所見,經周六的突擊後,高球場保安加強,一排印上「security」字眼的球場車輛圍住鐵閘,以防再有人衝進高球場。

工黨帶同劏房戶照片及公屋紙製模型到場,郭指林鄭在扶貧高峯會上為劏房兒童發聲,「我哋就要幫基層兒童出聲,要求立即收高球場起公屋」。工黨其後將照片放在場外的草坪,高球場則派員接收模型。

郭指,若政府無誠意解決房屋問題,公眾諮詢易淪門面工夫,「佢可能只係試圖喺表面紓緩市民嘅不滿,但唔係實際去解決問題」。郭永健預告稍後會到政府舉行的諮詢論壇,並繼續請願。

政府迴避收回粉嶺高爾夫球場

  佔地一百七十二公頃的粉嶺高爾夫球場用地的檢討一直受到拖延。土地供應專責小組原本早應商議軍事用地、私人會所契約用地的發展方向,當中或包括開發粉嶺高爾夫球場,但卻三度拖延至星期二(二月六日)才討論上述議程。該小組將會就局部及全面發展方案,三月底進行公眾諮詢。

  事實上,政府一直迴避是否收回粉嶺高爾夫球場用地。

權貴政黨 忽然保育

  當政府在一三年發表新界東北新發展區時,引起強烈反對,要求使用高爾夫球場作為替代方案時,時任發展局局長陳茂波曾承諾,有必要檢討佔地一百七十公頃的粉嶺高爾夫球場是否有需要收回發展,納入下一步新界北發展規劃中。可惜,其後在《香港2030+》的報告中,並未將粉嶺高爾夫球場納入長遠土地規劃中。但當房屋問題愈益惡化時,上述的緩兵之計並不奏效,政府被逼作出公眾諮詢。

  收回球場影響的並非只是少了場地打球,而是更直接影響價格高達一千七百萬的公司會籍及同樣價格不菲的個人會籍。高球會的二千六百名會員盡是社會的權貴,卻可惜只是短視及只顧個人利益,自然極力反對收回局部或全部球場的方案。當律政司司長鄭若驊及政府高官,買樓時盡用各種避稅手段,便知道香港的權貴階級對利益錙銖必較。果然,代表權貴的自由黨、經民聯便出來反對。經民聯盧偉國更忽然保育,認為不希望香港由亞洲國際都會變為「亞洲石屎森林」,需要在發展和保育間取得適當平衡。但諷刺的是,經民聯過往卻支持發展郊野公園及填海造地,破壞自然生態。除此以外,向來鼓吹市場放任的「107動力」召集人何民傑便罔顧球場為政府土地而公眾長期補貼的事實,說收回球場或會面對法律訴訟、業權問題,難以解決。

對中下層市民麻木不仁

  無論是政府的一再拖延,或代表權貴的政黨忽然保育,都只是顯示他們對居住劏房、輪候公屋及渴求居屋的中下層市民麻木不仁。即使球場內有不少古樹或物種需要保育,政府應做的是如何發展房屋時顧及保育,而非以「自然保育」之名,保育權貴的利益。權貴平日口講扶貧,但實際影響其利益時,便動輒批評別人仇富及挑起階級矛盾,而逃避理性討論。但當大眾知道,有如荃灣面積般大的球場,過往九十年以象徵式地價批租時,便會發現一直佔用公眾利益的,便是權貴階層。以新加坡為例,當地政府一四年推出「高爾夫球場發展計畫」,收回了二百三十六公頃的高爾夫球場,作公共運輸以及住宅用途。

  總結而言,如果政府任由房屋土地資源分配不均,貧富懸殊差距擴大,及地產霸權繼續戕害香港的經濟活力時,社會將難以維持穩定,最終必會影響香港的經濟發展。香港的權貴階層如果繼續竭澤而漁,扼殺中下層市民的生活空間的話,只會遭到更強烈的反撲。
